County Durham Safeguarding Adults Inter-agency Partnership

How we do it

Each case of suspected adult abuse is treated individually. If abuse cannot be ruled out, we will normally investigate the concerns. We usually need the victim’s consent but in some instances will still go ahead without it due to the need to act in the person’s best interests.

Once Social Care Direct has received a Safeguarding Referral, an experienced manager will decide what to do next. They will make every effort to ensure the victim is safe before taking the next steps. 

We may need to organise a Safeguarding Strategy - this is a formal meeting with the relevant professionals to decide what action needs to be taken.

  • Police
  • Nurses
  • General Practitioner (GP)
  • Pharmacists
  • Care Staff
  • Housing Officers
  • Warden Services
  • Social Workers
  • Occupational Therapist (OT)
  • Physiotherapists
  • Providers e.g. care staff

The victim

Our main concern is for the safety and welfare of the victim. We will see what help the victim needs and arrange the appropriate help and services.

We do not discriminate. Our safeguarding policy applies to all – not just elderly or disabled but also people with drug or alcohol problems or those involved in prostitution or people who deliberately self harm or are involved in crime or ant-social behaviour. They are all entitled to protection.

Alleged perpetrators

Perpetrators come from all walks of life. Some times they are  people with problems and needs in their own right such as a family member caring for a severely disabled person. This carer can have their own health problems and become very tired and stressed.

What happens as a result of a Safeguarding Investigation?

We will take no action at all if we decide there are no concerns.

However if there are concerns any of the following actions could be taken:  

  • Alleged perpetrator may be referred to Independent Safeguarding Authority to consider barring. 
  • Suspension of staff or sacking of staff
  • Criminal charges
  • Services or extra services for the victim
  • Help and support for the perpetrator
  • Action by Care Quality Commission
